More people than you might expect. The Warm Homes Loan Scheme sets no income thresholds, no minimum energy rating and no property type restrictions. It is open across the UK to owner occupiers and to private landlords on a personal lending basis. The one catch is normal borrowing. Lenders still run their own credit and affordability checks.

The Scheme Level Rules Are Open

This is the part that surprises people. At scheme level, the Warm Homes Loan Scheme does not means test you. There is no income cap. There is no minimum EPC rating to reach first. There are no rules that shut out flats, terraces or older homes. It runs UK wide and is designed to sit alongside the devolved schemes in Scotland, Wales and Northern Ireland.

Owner occupiers of existing homes qualify. So do private rented sector landlords, borrowing on a personal basis rather than through a company. If you own more than one property, the rule is one loan per property. Mixed use homes are fine too, as long as the install mainly serves the household. Short term lets, annexes and home businesses do not rule you out.

Where the Real Test Sits

The scheme rules are open, but the lender is not a soft touch. These are real loans from FCA regulated lenders. Each lender will run its own credit and affordability checks before approving you, the same as any other borrowing. Some lenders may also add their own criteria on top of the scheme rules. So qualifying for the scheme and being approved by a lender are two different steps.

A couple of exclusions are worth knowing. Business or special purpose vehicle borrowing is out. Measures already funded by another public grant are out too, with two exceptions that can stack: the Boiler Upgrade Scheme and the Home Energy Scotland grant. And if you already claimed an OZEV grant for an EV chargepoint, you cannot then take a Warm Homes loan on that same chargepoint.

What to Do Before Lenders Launch

Here is the honest position. No consumer interest rates exist yet, so nobody can promise you a rate. The loans come from lenders, not from us and not from the government directly. We install the systems. We do not offer, arrange or advise on the credit.

There is nothing to apply for yet either. The scheme is expected from September 2026, subject to approvals, and the industry expects it could be later in the autumn. Anyone taking your details for the scheme today is not the scheme. The useful move is a loan ready quote.
